This is driving me crazy eshop get confirmation mail only when the the payment is confirmed.
If it is paid with standard payment, then the link is sent.
With PAYPAL.

They then make the payment again to your correct address.
Or they can cancel the payment which means the funds should show back in there paypal account right away.

They are a well known scam network, they always have problems in payment, so I would suggest you half payment or not getting paid, always stick with reliable network.

If the connection is HTTPS, no need to encrypt the CC details .
In that case trust me your API will be the least of the world's problems. .
If the connection is https encrypting it a second time won't do any good, except if someone breaks SSL/TLS .

I, myself use Authorize.net and have been reasonably satisfied payment processors have the ability to refund....
I cannot imagine a payment processor that does not allow you to void, completely refund from the payment processor you select.

I suppose for the simplest cases all you'd need some sort of telephone platform capable of sending source PC Suite or an API so you can build your own PC suite and read/send sms.
