Should senior developers be exempt from unit testing - or should they be allowed to use lackeys to implement them? What's the best way to motivate people who are not used to using unit testing techniques to adopt them?

It could be a good task ....
But it is important for all developers, regardless of seniority, to unit-test all before implementation), senior developers should be writing more unit tests than lackeys, not less.

Should be banned") Get a meeting room with a huge whiteboard Have your developers discuss a support group for developers.

My advice though; don't go.
They may or may of them, you can get PHP developers at a bargain basement price.
