You let the TFS install handle the SSRS.

That being said, as long as you're using the latest service packs, TFS 2008 is fully supported on SQL Server Server....

I think SCOM 2007 SP1 also supports SQL 2008....

However, SCOM 2007 R2 does support SQL 2008 with SP1.
