I was hoping someone could explain how to sew on Cadet 2nd. Lt. insignia? Should I cut the blue area or fold it back and sew it?

It makes it so that the corners don't fray as easily or become... .
Two on the other sides and do the same, then sew it to your uniform.
Works about 500x easier than using pins.
It on the uniform, hold till its in place and then sew it on.

I was tired and didn't pin....
5) Carefully sew along the diagonal for the hst and you get 7 matching squares.
I used up left over and then across one diagonal.
Us - I started with 5" squares, then used the 3 1/2 square twister ruler .

Lay the straight pin over the button on the garment.
Do not use a lot of pins the anchor stitches and bring the needle up through the button.
Lightly pin the excess fabric up in the pants.

The wrap the same bowl with foam or batting careful about now sewing over pins! You might snap the pin, or the sewing machine....
Sew where the pins are, but not over the pins.

Having finished a top I already had half done, I am back to not quilting.
