Even though it says 5% for the T6 Crown Shield, mine is only 2%. My Sacred Aerin Shield is also only 2%?

During this cd, you can use Shield Block an additional time, using 60 more rage.
I'm fairly certain that when you hit Shield Block, you spend 60 and it activates a 15 second cd on Shield Block.
