So if you are shooting at 30 fps and shutter speed of 1/90 you'd have open shutter for 1/90 of a sec, and closed shutter at 24 fps....
Shutter speed determines how long the sensor reads the image during the frame.

Is it OK to underexpose to get a faster shutter speed, knowing you'll up it later? I've had a few occasions lately in low light where I decided to underexpose the picture (more than normal) just so I can get a faster shutter speed and avoid camera shake...
