Some of the larger capital....
I was told by Spartan Games that Dystopian Wars is 1/1200 while Uncharted Seas is 1/600 scale .
The battleships size? Like 15mm, 28mm etc.
I think the frigates are about as long as a medium base (terminator size).

The 2 models in the picture are so different in size and shape to early pubescent....
Wow that picture of the two models together is amazing That plus size model is absolutely gorgeous looking at the big picture for ALL women.

I haven't tried this, but....
I would start by looking at Blender or the viewer tools from OGRE, OpensceneGraph and similar tools .
Your requirements are very loose and vague but most 3d engines should have the tools you need to create your custom utility .
