A Tatra 603 just sold on eBay for $12,900. Thankfully, that's larger than my checking account balance. Up until an hour before the auction closed, the car was dangerously attainable. I was seriously about to bid.
While it needs work, it's an amazing deal...

I have received a court claim form from a person a sold some goods to on ebay last year however to my knowledge paypal refunded the buyer after the dispute process.

As Paypal is nothing more than the bank of Ebay, then you should be able locks the other and vice versa!).
You should also be able to define a search in your ebay account for old transactions too.
Months so you will be able to as well.
