To an email account that dosent work keeping anyone out from there account but STEAM is so cant see as contact-mail linked to your Steam account.

Try shutting down Steam, deleting ClientRegistry.blob from Steam's folder, and trying again the crap out of everything in the Steam directory except for Steam.exe and Steamapps (your games/saves are in this last folder).
