Hi my mum is 64 years old and is claiming the State pension but recently she wishes to buy her Council house, does the state pension close due to this change of circumstances or the state pension remains?

We thought about buying my mum's with the state retirement....
As said above, the state pension won't be affected.
Her state pension won't be affected - it's not means tested and the entitlement is purely based as she gets older.

I am part of Nominated Health Agencies & Voluntary Hospitals pension scheme. Have 40 years service and over 520 Class A PRSI contributions. Will be 65 in 2013. Will I have to wait until 66 yrs to claim Contributory State Pension element of my pension....

You can claim State Pension Transition at age 65 (as you've said, make your claim at least 3 months before your retirement date), and you should switch automatically to State Pension Contributory at age 66.

We do not qualify for pension credit either as my husband has a small private pension which....
I receive my state pension in September 2015 under the new state pension.

Assuming you're single, here's how you gain from deferring....
As said before you would, so you have a far greater need for a higher state pension than usual.
If you take it whilst working the basic state pension is ALL taxed @ 20%.

Sadly, my father died on Christmas Day 2007 aged 63. He therefore was never able to collect his state pension althought he had a full record of contributions

I left work last September too at 62, but I did take my state pension when I was 60, I didnt mind State Pension, and had only 9 years to build up a Company pension, so retired at 62.
