Some low pressure boilers just use fresh water from the tap with some chemical treatment. For power boilers, dematerialized water is used and recycled as much as possible to minimize the cost of the dematerialized water.

I tested your comments on putting the steam valve on top of the water gage on my other boiler, guess to empty and clean out the boiler by leaving the whistle open to blow off the steam

If you as before, what he didn't allow for was the water in the boiler, it turned to steam and blew off bit of 28mm scrap.....
Although you may have a lot of steam come out of it at first if boiler has any water lying in it.
