I read that people normally do not tip taxi drivers in Mexico. So for a 70 peso rate from the 5th Ave bus station to the Riu Tequila, that is all I expect to pay?

The rates are set and fixed by the taxi - it's not illegal :)) Mexicans do not normally tip taxi drivers.
You can rest assured that the driver will include the tip.

Is there a common theme with the nationality of taxi drivers in your country? Here in Australia , it seems to be Indians who have the taxi driving market cornered, at least that's what I've noticed. Polite, friendly and usually very good at their trade...
