You certainly don't need to rent a car to get around Mexico City Mexico City!) so I recommend....
I don't think it'll be dangerous, but a great or more the price of renting the car.
And street closures might send you out of your way .

You cannot work without a work visa in Mexico and they are very hard to get.
After tht you must qualify for a residence visa.
You may visit in Mexico for up to 6 months without a visa...just need a tourist permit.
