The guy in the Tacarigua prison is the only person i've met that can teach you the initial lockpick skill so, if you didn't pick it up before you left then you'll have to wait until an opportunity... .

The DTMF functions are only available in WM6 onwards....
You use MakePhoneCall to dial a number ( .net example ) and PhoneSendDTMFStart / PhoneSendDTMFStop to send DTMF tones .
Something along these lines ?
I have no idea what a IVR is but you use Phone API .
