Does a tier 1 isp provide internet service to end users directly? additionally does it host domain names for users?

Certainly Verizon and XO are Tier 1 ISPs that provide is, why do you care? The fact that an ISP is "tier 1" is technically interesting and provides certain benefits to that company....
Some of them do.

This is one example of why I tend to always do work in a web environment .

We have a large suite of apps, most are C# 1.1, but at least 10 major ones are in VB6. We are undertaking a project to bring up the VB6 apps to .NET 3.5.
All the c# 1.1 apps are written using a traditional n-Tier approach. There isn't really any architecture...

I'm not entirely convinced of the benefits of a 3-tier architecture. Why, then, has LINQ emerged, which is a lighter data access approach? Any input would be appreciated.

Performing application in 2 tier why incur the extra cost of developing and maintaining an n-tier the database you are using can handle of connection, beside other benefits, like using other languages.

I'm a student currently dabbling in a .Net n-tier app that uses Nhibernate+WCF+WPF.
One of the things that is done quite terribly is object graph serialisation, In fact it isn't done at all, currently associations are ignored and we are using DTOs everywhere...

We can book online and we own 270 points.
Points at AKL, so I do not think that this is a tiered benefit.
