I'm considering a Synology DS210j NAS which supposedly supports Time Machine out of the box.
Can two Macs both use Time Machine to the same NAS? I know you can do it with Time Capsule, but I'm not sure if there is anything proprietary that enables it....

Definitely - I've done it with a HD connected to my iMac which also backed up my Macbook .
The sparsebundle that is created for remote backups includes the MAC address of the machine being backed up .

Applecare on your main machines, the Time Capsule is also covered (even if not purchased to get the Time Capsule disassembled - you need to take the rubber boot off with a hairdryer/ hot air at the same time), it counts....

I had a first gen Time Capsule, which has since been replaced by a dual band Airport Extreme.
I got the 500Gb model last year do have the dual radios .
It's just one anecdote, but I'm really happy with the Time Capsule.

Large files, then deleting those files from the backup (either manually, or when Time Machine removes expired daily and hourly backups) will not automatically reclaim the disk space -- until Time....

Apple's Time Capsule can act as both a backup drive and a network shared drive at the same time. Can it backup its own data to incremental backups? I can't find this information anywhere. I've not used Time Machine so I don't know if it can be configured...

Unless you go into Time Machine and tell it to back up to the Time Capsule, it won't back up to it.
No, you can access a Time Capsule as just a network file share.

When this year is anyone's.
If past release dates are anything to go by, we should see a new Time Capsule this year.
Apple tend to release a new Time Capsule model each year, the last being mid 2011.
