So it looks like the splines keep the torque tube attached and stubborn....

Here is a photo of the tools I used ones that have the thin 16mm part on the bolt to hold it while you torque down the 16mm nut with a torque wrench.
Just keep slowly tightening it until your torque is reached.

This is so there is a consistent wheels.
