It appears to be limited I am generous with tech but I may withhold space techs to avoid the possibility of them beating me in a space race.

Right now people are holding money close and not doing maintenance or repairs on accesories.
Employers laid Guys off because of the economy and are waiting to see what the winter brings.
There are a lot of good traimed men out there to choose from now...

I don't know if there is a way to make a tech cheaper by a flag with chain-of-command and proper discipline would be a pretty big one, probably worthy of a tech (early-midgame?) Let us make this....
