They need to do -- it seems like they could put some sort of cap on the license transfer fee, or have I would bet they could discount the transfer fee.

Ive just transfered a balance to barclaycard to use a 0% balance transfer fee
Got my 1st statement with interest on.
Called them and they say its interest on the balance transfer fee.
