I was wondering, what is the difference between the LTS (Long Term Support) and the regular versions of Ubuntu? I know, the LTS releases are supported 3 and 5 years (desktop and server), but what difference does it make e.g. if I use 8.10?

The non LTS versions will stop receiving bug fixes + security / feature updates after 18 months, whereas the LTS versions get updates for longer (3/5 years) .

The server is running Apache, Subversion, and Atlassian Confluence. Can this be upgraded safely, and if so, what is the command line? I'd like to stay on a more recent version of the platform but make as few problems for myself as possible.

If the same as above, but I don’t release the lease in Windows, Ubuntu can’t get a new lease, but if I do it with the Ubuntu CD, I cannot release the lease it got, to get online in Windows, unless).

You can find out more about upgrading Ubuntu....
If you waited for 10.04 (which is another LTS release), you could upgrade directly.
I say this not to deter you from upgrading but just to explain .
