It sometimes appears that any first-round decisions made are met with distrust, as if they (admins) were trying to somehow undermine the company.

With all these changes for A-Team since Q1 you can NOT put people on PIP's.
Three months is NOT enough.
The Change is constant and fear and anxiety aren't producing great results.
