Is it possible to use the Web Browser on the International Kindle in Europe? When i try to use it, it says that it is not available in my location. Is there some way to go "around" this limit?

I hope you wouldn't need to use access to Amazon's Online book....
Access to not work in Europe, (and there isn't a way I'm aware of to configure it to use a paid one that Amazon will sell and let you download titles for your Kindle.
