Is it possible to use the Web Browser on the International Kindle in Europe? When i try to use it, it says that it is not available in my location. Is there some way to go "around" this limit?

As Mango says, a lot depends on routing quality.
If Callcentric doesn't work for you, Anveo and VoIP.ms both have equipment in Europe and I'm sure if people in Medford can use CC (and they do) then people in Arnhem can too.
