Threaten a Broker to arrange for a separate valuation to see how the 2 figures compare.
The broker will generally get a copy of the valuation report so you can look at it anyway.

For banks that have traditionaly used the value from tax bill for a valuation form smaller loans (i.e. use the fair market value for seconds and HELOCs), have you made any changes to this approach based on this section of the 2010 Appraisal Guidelines...

We haven't used TAVs for quite some time.
Most banks that I know of no longer use TAVs as the amount of work to validate them is not worth the time and effort, especially if you are working in multiple taxing jurisdictions .

If others have got mortgages at a similar level then you should challenge the valuation....
Was it the same surveyor?
If so very unlikely the valuation would be changed with a new mortgage elsewhere, if you can't afford what they want.
