Anything you need regarding cars/licensing available at your local DMV, go to them and ask them, they know the best answer, most here can only give our best guess. .

The nice thing about Vegas is that you don't have to worry about "weird" looks from people because budget range and dates you are looking to be in Vegas? Friday and Saturday nights can be 3-5X more expensive than Su - Thur nights.
