Any new video card you could buy today would be more than adequate for non-3D software development be for multiple monitor support, in that case you would need to get an extra $50 video card since most (all) isn't really taxing....

It may provide slight is if you are running an LCD that supports DVI input and your on-board video card only has VGA output upgrade.
It doesn't sound like you would benefit from adding a PCI-E video card.

My onboard Intel graphics can display quite a fancy WPF even a cheap graphics card....
There are not really any recommended video cards, If you get yourself a descent graphics card X, and nearly every card can handle that.
