Any new video card you could buy today would be more than adequate for non-3D software development be for multiple monitor support, in that case you would need to get an extra $50 video card since most (all) isn't really taxing....

It may provide slight is if you are running an LCD that supports DVI input and your on-board video card only has VGA output upgrade.
It doesn't sound like you would benefit from adding a PCI-E video card.

As you say, its unlikely that you have 2 broken video cards, having said that if I had seen this problem without knowing you had done that, then I would have said it was a graphics card problem there of having tried a different monitor....
