I use ProShow for creating movies from photos and it includes the effect you are looking interface its actually pretty good.

MP4 is not a video format.
All of these operations are basic editing operations.
I don't know whether it has the .mp4 file in a video editor.
Ffmpeg is a household name for video conversion including MPEG-4.
