I recently got a helmet camera for my motorbike and was able to make videos, however it stores it in Motion JPEG, which is very space inefficent. 30 minutes of 640x480 takes up 2GB. I can convert that to mpg, with this command:
ffmpeg -i myvideo.avi myvideo...

Update : You can use Handbreak to convert your video with something like.
In Ubuntu I use the vlc player.

For reference, this would be for Visual Studio 2008 with a fair amount of WinForms working with the VS Designer.
Given the same price bracket, would there be certain specs you look for in a development rig vs what one would get for a gaming machine?

I think.
If you recompile ffmpeg you might get it recording video.
On Linux you'll be in a bit of trouble.
On the Mac try ScreenFlow, their example video makes it clear it can capture live video streams.

It can take screenshots and record has video editing features).
It's free and it works great, I have only good thing to say about it.
But I preffer Project Jing from TechSmith , the makers of CamTasia and SnagIt .
