I'm using both Firefox 3.5.2 and Opera 10 and I have this problem with both.
Flash videos stutter visually a LOT. During the short millisecond stutters the UI of the browser freezes a bit.

Press start in the box type mmc devmgmt.msc and press enter
Have you scanned for any virus? If so what did you use to do the scanning?

The same would apply for playback issues.
Pausing during seek can be related to the PC speed, HDD speed, media player, or video codec to name a few.

The number one problem is usually the registry has errors and probably needs a defrag, number two cookies need to be deleted often, number 3 all temporary internet files need to be deleted .
