You do need to issue a visa before your visit at the Israeli embassy.

Hi I will be bringing my parents to Israel for two weeks. I wouldl like reccomendations on what to take them to see from Tiberias. We are interested in Jewish sights and one of the Seniors has limited walking ability. They can walk but can tire easily...

It is too cold to bathe in the Mediterranean; maybe you might be able to bathe in Eilat , but don't bank on it. .
In jerusalem it is bitterly cold but you can fall upon marvellous clear days .
