The unique poll/vote/survey i mean here is, user can only vote once. How do i do that? Track their ip? Login? Beside login, what else? (login is my last option, thus beside login, is there anything else I can do?)

So you'll need to DB and check if IP already exists... .
(Or the sameYou can only garuantee that each user has one vote if you can authenticate the user.
File related to that poll, and search the file for the IP everytime they try to vote.
