This is misbehaving IE.
Browsers in cases of HTML being served (regardless it being XHTML as in this case).
It should have that DTD in its DTD catalog.
IE simply doesn't support XHTML.

I have no idea why this occurs, but you could work around it like this:
<style type="text/css"> .searchInput { overflow: hidden... .
The input is coming out at 103px wide, while the select is coming at 99px wide .
You're right, there is a 4px difference.
