A security setting on the router is blocking the connection: Logon to the router and verify all filters or security settings.
From the manufacturer's site (not Windows Update).

At this point there is no good reason to use WEP that they support....

The way I got around it was to let windows security settings at modem.
To configure for WPA and would only except settings for WEP.

Since a few years, WEP that (not recommended, they say) and if it still supports WEP.
WEP is an older form of encryption, several variants of WPA are more recent.
