I'm sure you could take the plaster off the wall and build to the structural integrity of the rest of the wall.
Shouldn't cost a great deal to do really.

Easily build your 7' tall wall but where you want the shelf leave out the appropriate amount of courses to get the depth you want, then build a wooden framed shelf that is attached to the vertical wall and supported below with studs.
