Would you purchase records from eBay, if it was £13 cheaper than for example HMV?
Or should I tread carefully as to if they are a home made press if they exist?

It's just part of record buying do need to watch out for liberal interpretation of the record gradings, although this can be a problem anywhere when you can't see....
