Is there an adapter to mount a hand held video camera on a picatinny/weaver rail? i would like to video my shots and be able to film through the scope of my rifle

There definitely are.
I have seen an ad in a gun parts catalog, and also on e-bay, for a scope weaver style rail mount that is supposed to fit on the MG91/30, 38 and 44 "without a gunsmith." Looking at my rifles, I just don't see how it would fit unless a modification is made...

That's why you don't technically....
GaryX, usually you remove the rear sight adjuster and the scope mount attaches where the adjuster was .
These are generally attached to the rear-sight base, using the pins from the rear sight to attach them in a "scout" style .

I wouldn't hesitate to try another Weaver.
So far I've been impressed with the optics and repeatability of the adjusments .
The only Weaver I'm using is the Midway 3-10X40 Grand Slam Tactical.

I'm trying to figure out a mounting solution that will allow me to move one of my scopes back and forth between a short action Remington 700 with a varmint barrel and a flat top AR. What I want to do is avoid having to remove the scope from the mounts...

It goes back and forth between an AR flat top, to a Remington 700 with a 20 MOA rail.
This is the Weaver Riser with LOW TPS 1" rings.
This means you need to add .59" to your measurement .
