Probably you are right in that it is very unlikely for Tom to be one of the Blue Wizards.

If you have any of those minion coupons left, try the wizard minion.
Wizards should get decent recharges.
Grade buff elixirs, they are common craft recipe from teredor instance NPC at the end .
