Ok, the customer wants this brick porch completely removed and a new concrete porch (and steps) replaced. My question is... should i do the porch first and come back to do the steps? Any pointers on framing this up? Thanks

Take a look at this image--I have the porch roof undercutting the existing roof, which would still have a gutter, and I would install a gutter on the porch roof as well, thus and the porch roof.
I can get around that window.

I work with my brother so I know....
I handed his boss about 30k worth of work last year, he, gutters, refinished floors, new electrical service, tile work, and I built a large Tigerwood deck.

It was always my understanding that the finished level of the porch should be at least 1 1/2 inches lower than the slab itself to prevent moisture intrusion. I'm looking for something to back that up. Codes? Standards? Tried the IRC but haven't found ...

The porch slab is the least of your worries it looks like they are doing brick and yet I do not see and as you are finding the porch issue yes this porch is under roof but still.
