I am planning to move to Medellin or LaVega soon. I want to be able to start a bank account there. Can I open one in the US now(such as Citibank) and send money to be deposited into the same Citibank account in Medellin? Should I wait until I get there...

That's more or less that....
I'd say that if you don't intend to have your own bank account then go with the visa travel card transaction fee and you could pay the balance each month from your US bank account.
