Likely the problem you are having....
More fans is not usually the answer.
That partially encloses the top of the CPU fan, this makes an easy path to pull cool outside air directlyThis is a rather interesting article on the subject.

With the 1155, well, I hate to burst your bubble, but Water Cooling is not going to take you to the moon.
Is limited by heat on air before you reach a voltage that will likely kill your chip.

You can use J tubes to eliminate thet loss of cooling air.
But then the HE's will overheat.

With an attendant air handler to cool the air.
