Full second? Then between those 2 intervals you will have 9 blind spots, just move the car path as you describe, ether a fixed point path or spline.

Touch events fly by pretty quickly -- maybe if you just move the view to the appropriate location relative to the touch without animation the move will be smooth enough.
Maybe you don't need to animate it.

If you send them a list with 20 items on it, the client may immediately give you that the project will not be finished without... .
Once a week or once a month, send them a reminder along.
Complete the project without their input, and move on.

It is Thursday here, I saw the surgeon on Tuesday and got a call from the oncology department today, and they will be starting on my treatment plan next week. This will also involve radiotherapy, so not sure how long before the surgery.
