The Django date template filter takes the format character "a" for "a.m." and "A" for "AM". How do you get lower case without periods or upper case with the periods?
You can use lower and upper filters, but they will mess with month and day of the week...

Most people are NOT subject to backup withholding.
The IRS would have sent you a notice via Certified Mail, Return Receipt Requested, notifying you of that fact .
You would know if you were subject to backup withholding .

gem update rails
...on the server, not your development machine
you can try to unpack the gems so they are inside your rails app directory, this will eliminate your rails app from depending on local gems in your system .
