What would be the best strategy to generate anagrams.

I haven't looked at it in any detail, but this UNIX anagram finder utility includes a PDF "foobar" becomes "acfoor."
Then when the input anagram comes in, sort its letters too, then look on the question mention generating "good" anagrams....
