The announcement of announcement was about a small number of hand made Epics available to the public before there is an announcement doesn't make it so, any more than calling those first Red Ones ready to go is still in the works....

Content must be approved, and is versioned.
If this is a publishing portal, there's a lot more to learn beyond just creating a list .
Giving you direct instructions on how to create the list would most likely leave you more lost than ever .

The page that you linked to describes a special license of the "Ultimate" edition (which is not open source), that they are specifically giving for free... .
Only a subset of IntelliJ, the IntelliJ community edition has been released as open source software .

The truth is that nobody in the club apart from the Malaysians know when the announcement is coming nor do they know what direction the announcement will go, everybody in the club is waiting like the rest of us for the announcement.
