You could try this.
I have to admit I never tested this, it's only an idea how you might solve your problem .
But perhaps this workaround might help.
I don't think that there is a method to archive this .

Using Sharepoint MOSS 2007, I want to add a Publishing Image field to my Announcements list which I am using for news. Is this possible? Should I make a new list type that instead inherits from Publishing Page?

You will then be able to add a Publishing Image or Publishing... .
Instead, create it as a site column and then choose "Add from existing columns" on the list content type definition .
You cannot create a Publishing column directly from a non-publishing list .

Do you find Global Announcements get seen or not?
I tend to not post them as Global Announcements, I feel as if news doesn't get seen there but does if you post it in the Announcements board because it's the last topic posted most likely for a while so...

But that's about it and that's kinda rare.
I'll make announcements existing, etc.
I think they get seen, but I don't tend to use global announcements much.
