Can anyone tell me anything about this item. it seems to be a splicer or editing equipment of some sort. there is a date of 1926 etched on it. can't seem to find anything like it. thank you for any help you can give.

It seems not to be a high-speed device due to the relatively clumsy .
To do with film (unless you have a specific reason for thinking so?) as the drive capstan as they would be for strip film.
