Call the Housing Authority (HA) that administers the jurisdiction in which you wish to live and find out if they are accepting applications for their Public Housing units or their Section 8 program .

I have one, they are very easy though need a lot of love .
Small dogs such as toy poodles.
Chihuahuas, yorkies, boston terriers, cockerspaniel,etc.
I would say a small dog would be best.
