Best guesses on the language are Korean, Mandarin, Filipino/Tagalog.
I KNOW it's not Korean/Japanese. My guess is Mandarin and if I had to guess WHO, Zhangliyin
is the only one who comes to mind though I'm not real familiar with her work. It sounds like Mandarin to me
