Atm card is not valid card no.4216 8701 0435 9409 valid from 18/11 this card issued for the purpose scholership amount drawal from atm so please activate my card as early as possible

However, the PAN and lots more information will definitely be recorded on the host system that authorises ATM more specific in our answers.
Not sure what is logged at the ATM, although that may include your card number (PAN).

Is it true that Capital One does not charge any fees for withdrawing money from an ATM. If I were to open a savings/checking with them and get their ATM, could I withdraw money throughout the trip and only pay a fee for the ATM provider...

With ATM fees it doesn't make sense to withdrawl money in $20-40 dollar amounts.
Pay with my ATM card at the market for groceries, but otherwise use cash.
For the week for all needed expenses...
