Is there any way to block computers from joining a domain on the domain controller - ie only permit domain access to domain computers?

Should handicap permits be issued to people who are solely overweight and motivationally challenged? I have observed rampant abuse of the handicap permit at retail outlets. Or should we reserve them for folks who are genuinely disabled?
