When a user submits the form, first check the database to see if they submitted within the timeframe .
Store the users IP in a database every time the form is submitted, along with the timestamp .
Store the IPs in there and timestamp them.
Database.

I know a lot of scripts handle IP ban, IP range ban etc. I was trying to make a method that would block a user as best as i can, i came up with:

Setting a cookie
But if a user has a dynamic and doesnt enable...

Both banning by IP and cookie are, as you say ineffective.
There isn't really/her time.
What you already got there is probably the best method, IP ban + blocker cookie.

As you've all noticed there has been a ton of spambots lately. I'm now banning lots of IPs, so let me know if some legitimate user runs into trouble due to all the banning and i will fix it.

One of my server logs showed there was an unauthorized access attempt on a daemon listening on a non-standard port. That led me to wonder how often people run port scanners to look for vulnerabilities. Is there a program I can run as a honeypot to automatically...

The attackers have access to multiple firewalls have the ability to create rules that allow you to automatically ban a user if they hit write something for fail2ban to parse....

Personally, I don't think it's a fair thing to do. If a bad thread is made, people don't deserve to be banned just for posting in it. A warning to everyone in the thread would be more appropriate I think, if they even needed that.

They individually ban the users into each users posts.
Carpet banning doesn't really exist...

Thing is - so far - they haven't managed to ban just a single protest but if they keep trying.
In the US, you can get a group side.
At the Ban though, and for mostly the same reasons I am 100% against the ban.
